Despite the tensions over trade relations and human rights then clouding Sino-American relations on the political level, our talks with Chinese colleagues in May 1994 went well, as did contacts with historians at Hong Kong University (where Westad was spending a semester as a visiting scholar). We reached agreement to hold the conference the project envisioned to be hosted by Hong Kong University, and with Chinese participation coordinated by the Institute of American Studies of the Chinese Academy of Social Sciences.
