STRENGTHENING THE RULE OF LAW AND IMPROVING OTHER CORE GOVERNMENT FUNCTIONS. As shown in Chapter 3, it is mostly in the rule of law, including land administration and service deliveries to local communities, that institutional reconciliation of the state and civil society becomes crucial. In these areas, indigenous informal institutions operate side by side with formal institutions, and reconciliation leading to convergence is necessary to achieve legitimacy, enforceability, and sustainability.
